The descriptive analytical approach was used. The sample of the study consisted of (60) academics, a questionnaire consisting of (46) items was used, including (22) items for selection and appointment policies, (24) items for the quality of education. The results indicated that the reality of selection and appointment policies is medium, while the quality of education was high, a strong role for selection and appointment policies&nbsp; in achieving quality of education. there were no significant differences in the role of selection and appointment policies in achieving quality education according to variables:(gender, qualification, specialization , Years of service, and type of University), while there were significant differences according to the variable of academic rank, in favor of a lecturer, and assistant professor. Initiated under the aegis of the World Bank and benefiting from its technical support and funding, the project of Modernization of Budget Systems known as MSB is itself led to be part of this international reform movement.
