Abstract

Knowledge has become in the atheist 21st century is the foundation of human
development, including those created by expanding options for people and developing their
abilities and allowing them to build a better life and fight poverty And privations. That has
been strengthened by the International Human Development Reports since the early nineties
and has been adopted by the Arab countries in the Human Development Report for 2002 and
2003.
Therefore, this document, to show the importance of the human element in the
production process, which has become obsessed is of critical importance in the literature and
strategies for growth and development, was the Fruit of this crystallized the role of human
resources in a society of knowledge and industry, civilization, and the search for ways and
means of successfully achieving humanity through the creation and production and respect
Mutual benefit between him and the rest of the peoples and to guarantee fundamental human
rights.
