Abstract

The developed countries aim to see all the human force adopting scientific
research, it provides potential in laboratories and research centers, and thus became called
developed countries. The progress of a State is measured by its research and technology
development. Technology itself is the product of science and applied research, Therefore, the
Middle East was referred to in previous centuries as the cradle of Western civilization and
thought, and this is due to the interest of science and scientific knowledge. The human
resources within the scientific research is one of the main pillars upon which the development
and development of scientific research is based, As scientific research is carried out within
institutions and research formats, these institutions and formats have limitations and
conditions that must be available to researchers in order to integrate them and give them
membership in the scientific research format, Including the intellectual affiliation and the
scientific balance represented in the specialization and the scientific degree as well as the
appropriate scientific certificate for each of the formats of scientific research, whether
university or research center or laboratory. This is on the part of the researcher as a member
of that format, as well as in terms of the scientific structure and the privileges it provides in
order to preserve the membership of researchers and integrate them into groups and research
teams, and there is scientific and knowledge production.
