Mechanisms for Implementing Participatory Democracy at the Local Level: The Tunisian Experience as a Model

Abstract

Participatory democracy currently represents a modern approach to democracy, aiming to involve all individuals and civil society organizations in the management of local affairs, as well as in decision-making processes, policies, and actions that have a direct impact on their personal lives. This approach seeks to reduce the complete reliance on elected representatives in various councils, especially at the local level.

Considering that municipalities are the regional bodies closest to citizens, there is a pressing need to establish tools that enable citizens to participate effectively in decision-making at the local level.

This study aims to identify the key mechanisms introduced by the Local Government Code in Tunisia to enhance citizen participation in managing local affairs, in order to evaluate their effectiveness.
