Abstract

It has become imperative for the organizations to redouble their efforts and seek to build deeper strategic relationships with the ocean in which they affect and are affected, so that be able to meet the challenges, particularly those related to human resource development requirements, which have brought the organization out of its internal isolation as a closed system to An open, modern look and a more complex and complicated external environment. The concept of human resource development has therefore become an important one for the organizations, making this concept come out of being voluntary practices and optional to algebraic practices that are a source of survival for the organization and ensure its viability within the building of a sound approach in accordance with modern reforms in tandem with the reality of regulation Its requirements are based on advance planning and the formulation of a consensual strategy and economic requirements, both physical and known as the human economy.
