Abstract

The management of public utilities by territorial groups is of the utmost importance in achieving development aimed at meeting the basic needs of the population in various fields, administrative, economic, social, cultural, through the services, and basic facilities it provides. Consequently, wherever dirt public policies have occurred, but local public utilities have been dissolved with them, and wherever the objectives of the dirt groups have gone, but their public utilities have gone with them, that the latter is the implementing device for the programs and strategies of the groups, without them these programs and strategies are absent, and the results are distorted and worsened.

From this standpoint, and in front of the diversity of local public facilities, we will try, through the axes of this article, to determine the process of managing collective councils understudy for their public facilities, while monitoring the most important imbalances that have affected this measure, which prompted dirt groups to search for new mechanisms to overcome the constraints presented, through an attached model The measure of urban transport, which has a close association with the daily life of the inhabitant, and through which it is possible to evaluate the work of collective councils.
