حوكمة تكنولوجيا المعلومات ودورها في تعزيز استجابة الجامعات اليمنية للتحولات الرقمية المعاصرة
الملخص
هدفت الدراسة إلى إبراز دور حوكمة تكنولوجيا المعلومات في تعزيز استجابة الجامعات اليمنية للتحولات الرقمية المعاصرة، واتبعت الدراسة المنهج الوصفي التحليلي، باستخدام أسلوب تحليل المضمون للوثائق الرسمية والمواقع الإلكترونية للجامعات اليمنية، بالإضافة لتحليل المقابلات النوعية مع عينة من القائمين على مراكز تقنية المعلومات في (23) جامعة حكومية وأهلية. وقد أظهرت نتائج التحليل الكيفي للبيانات أن الجامعات اليمنية تواجه عدة تحديات تؤثر على قدرتها على التكيف مع التغيرات التقنية السريعة في مجال التعليم العالي، وأن الجامعات الأهلية تتمتع بمرونة أكبر من نظيراتها الحكومية. وتبرز الدراسة الحاجة الملحة لتبني استراتيجيات حوكمة فعالة، وزيادة الوعي بأهمية حوكمة تكنولوجيا المعلومات، وتوفير الموارد المالية والتقنية اللازمة، وأظهرت الدراسة أيضا أن تعزيز استجابة الجامعات للتحولات الرقمية يتطلب تعاونا بين كافة المعنيين بما في ذلك الجهات الحكومية والقطاع الخاص. كما أكدت الدراسة على ضرورة إنشاء مركز وطني لحوكمة تكنولوجيا المعلومات في مجال التعليم العالي، ووضع استراتيجيات شاملة تتماشى مع التطورات العالمية، وتطوير برامج تدريبية تعزز من كفاءة الكوادر البشرية في هذا المجال. وفي ضوء النتائج، قدمت الدراسة مقترحات وتوصيات عملية يساهم الاسترشاد بها في تعزيز قدرة الجامعات اليمنية على تعزيز استجابتها للتحولات الرقمية من خلال حوكمة تكنولوجيا المعلومات بما يُحسن جودة التعليم العالي في اليمن.
