الشباب المغربي بين تحديات الاندماج ورهانات السياسات العمومية الاستراتيجية الوطنية للشباب 2015- 2030 نموذجا
الملخص
تهدف هذه الورقة البحثية إلى دراسة موقع الشباب المغربي في السياسات العمومية الراهنة؛ لاسيما الإستراتيجية الوطنية للشباب 2015-2030، التي صادقت عليها الحكومة سنة 2014؛ وهي مرحلة مهمة، كونها شكلت لحظة فاصلة بين فلسفتين في تدبير المسألة الشبابية بالمغرب: فلسفة التدبير القطاعي العمودي، التي سادت منذ حصول المغرب على استقلاله؛ بحيث كانت تنبري لها مختلف القطاعات الحكومية والمؤسسات الرسمية دون تنسيق معلن أو عمل مندمج، وفلسفة التدبير الاستراتيجي الأفقي المندمج، التي تروم بلورة رؤية جامعة ومشتركة، ومشروع مجتمعي متكامل حول قضايا الشباب وانتظاراتهم.، بيد أن هذا الرهان الأخير لم يخل من عيوب ومؤاخذات جمة أهمها؛ غياب الإرادة السياسية والالتزام السياسي الكافي الكفيل بتفعيل الإستراتيجية وتوفير الشروط المناسبة لنجاحها. وهذا يعني أن أزمة الشباب المغربي لا ترتبط بالبرامج والخطط والاستراتيجيات، بل بالسياق السياسي الديمقراطي المناسب لتنزيلها وتقييم فعاليتها وأثرها.
