The national question of non-hydrocarbon exports -Methodology for a strategic approach-
Abstract
The post-oil issue in Algeria was put on the agenda in the late 1970s. Since then, it has not advanced one iota. Moreover, the Algerian economy sank deeper into its "addiction" to the rent of hydrocarbons. The article examines the causes of this situation and finds that the three basic conditions for ultimately diversifying the economy have never been brought together. These are summarized in the conjugation of 3 conditions: the power or the objective potential to do it, the willingness without wishfull thinking, and the know how according to the best practices. If this prerequisite is removed, the diversification of the economy and its spearhead of non-hydrocarbon exports becomes a question of approach to develop a national strategy in this area, a rather technical approach on which the article provides a synthesis
