دور القيادة الاستراتيجية في إدارة وقيادة التغيير بالمؤسسة العمومية
الملخص
يهدف هذا المقال إلى التعرف على واقع القيادة الاستراتيجية في المؤسسة الجزائرية، ومعرفة مدى تجسيد المؤسسة الجزائرية لاستراتيجية التغيير، وابراز دور القيادة الاستراتيجية وأهميتها في احداث وقيادة التغيير في المؤسسة العمومية الجزائرية.
ومن أهم النتائج التي توصلت إليها الدراسة أن المؤسسة العمومية لم تعتمد أي جانب يتعلق بالاستراتيجية رغم تبنيها للاستشراف. إلا انه يبقى عمل إداري روتيني بحت، إضافة إلى تعيين مدراء وليس قادة، وبالتالي غياب الاجتهاد المؤسساتي لغياب قائد التغيير الذي يحمل مواصفات القائد المفكر الاستراتيجي. فضلا عن أن المؤسسة العمومية التعليمية والتكوينية لم تعد تقدم تكوينا قاعديا للموارد البشرية للمؤسسات، وإنما تعتمد على جانب غالبا ما تحدده المؤسسة الاصلية، او المعاهد والمدارس التكوينية ويكون تقني أكثر يتعلق بالعمل والإنتاج، مما جعل المؤسسات تفتقر للتشريع القيادي والذي تقوم به جهات عليا، اما دور المدير والقائد المحلي تنفيذ التعليمات والبرقيات النازلة.
