Abstract

This research aims to analyse the elements of the problem of public management in Algeria, by studying the main causes of this problem and the developments that have occurred. In order to reach this goal, we will analyse three basic elements that represent the pillars of the problem that must be addressed in order to redress the historical errors that surrounded the experience of public management in Algeria, and these pillars are: the ideology of public management, the policy of training the human resource for public administration, and finally the administrative environment the public.

The study concluded that the public management model in Algeria must be reinvented in a way that includes the transition from a traditional model according to Algerian specifics to a new model consistent with developments in this field.
