L’OMC et les programmes de stockage publics à des fins de sécurité alimentaire dans les PED : avancées et perspectives
الملخص
Les programmes de stockage publics (PSP) dévoués à la sécurité alimentaire revêtent une importance capitale pour de nombreux pays en développement, étant donné que ces pays sont en permanence vulnérables aux fluctuations des disponibilités et des prix alimentaires mondiaux. Par conséquent, et malgré l’obtention d’une clause de paix, qui exempte les pays concernés par ces PSP de toutes contestations judiciaires nées jusqu'à ce qu'une "solution permanente" soit trouvée, le recours à ces PSP a suscité un vaste débat à l’OMC concernant, d'une part, leurs degrés d'efficacité pour atteindre les objectifs escomptés et d'autre part, sur les mesures requises pour assurer le respect de l’Accord sur l’agriculture. Le présent article vise à comprendre les avancées et les perspectives de ces PSP, en retraçant les études qui y ont été consacrées, pour en tirer des conclusions quant à leur importance en tant qu'instrument politique qui a pu contribuer de manière tangible à juguler les crises alimentaires.
