Résumé

تهدف هذه الدراسة إلى تقييم وجهة نظر الشركات المستوردة حول التدابير غير التعريفية. و للإجابة على إشكالية الدراسة تم الاستعانة بمقاربة مركز التجارة الدولية التي يطلق عليها بالتقييم المباشر (أو المقاربة الشاملة) و التي تتمثل في مسح يتم إدارته بطريقة مباشرة على عينة تكونت من 50 شركة بولاية وهران، من أجل الاستفادة من تجاربهم في التعرف على أهم القيود التي يتعرضون لها. و بعد تحليل نتائج الدراسة توصلنا إلى تحديد جوانب التقييد التي تترافق مع نشاط الشركات و التي تتمثل في القيود غير التعريفية المرهقة و المكلفة، القيود الإجرائية التي تؤدي إلى زيادة تكاليف الامتثال للتدابير غير التعريفية و عدم الكفاءة في بيئة الأعمال المرتبطة بالتجارة. و لهذا توصي الدراسة بدور أكبر للسلطات العمومية في تبسيط كل العمليات و الإجراءات المعتمدة و التي تبقى أكبر تحدي يواجه سياسات الإصلاح التجاري إلى جانب تحسين بيئة الأعمال.
