إدارة وتوجيه صادرات الجزائر من الغاز الطبيعي، إستراتيجية وطنية لتحقيق الاستقرار الاقتصادي وتوطيد العلاقات الدولية
Résumé
تهدف هذه الورقة البحثية إلى تحليل ديناميكيات قطاع الغاز الطبيعي في الجزائر عبر مقاربة تحليلية متسلسلة تربط بين المؤشرات الإنتاجية، الطاقوية، والاقتصادية الكلية خلال الفترة 2014–2025، في سياق دولي اتسم بارتفاع مؤشر عدم اليقين الاقتصادي وتزايد الاضطرابات الجيوسياسية. تُبرز النتائج وجود فائض هيكلي مدعوم بمرونة إنتاجية وبنية تحتية متطورة، ما عزّز مكانة الجزائر كمورد طاقوي موثوق، خاصة مع تراجع الإمدادات الروسية نحو أوروبا. كما تكشف الدراسة عن علاقة سببية واضحة بين دورات الغاز وأداء الاقتصاد الكلي، حيث ساهمت العوائد الغازية في تحسين الحساب الجاري، إعادة بناء احتياطيات الصرف، والحفاظ على مستويات دين خارجي منخفضة. وعلى الصعيد الجيوسياسي، مكّن التركيز على أسواق أوروبية استراتيجية الجزائر من تعزيز نفوذها التفاوضي، رغم مخاطر التركز. وتخلص الورقة إلى أن الغاز الطبيعي أصبح ركيزة للاستقرار والسيادة الاقتصادية، بما يستوجب توجيه ريعه نحو تنويع اقتصادي يدعم الانتقال الطاقوي والنمو المستدام.
